The Sovereign and Independent State, at the closing meeting on State Recognition, Non-African "Observer" Status Membership, Diplomatic Relations and International Treaties under International Law and a Cooperative Partnership Agreement held on the sidelines of the Forum on China-Africa Cooperation "FOCAC" in Sandton, South Africa on the 4th of December 2015.
